iDEALS is the acronym for Integrated Development Approvals Solutions.It is an innovative  computer application solution to expedite the service delivery related to development approval process.

iDEALS consists of ten (10) integrated systems which can benefit all parties involved in the development process such as the state government and local governments, consultants, technical department, developer and land owners.The idea to initiate iDEALS started in the year 2000. Through our observation and experience, we foresee that the advancement in information and communication technology (ICT), particularly in database management,geographical information system (GIS),computer aided design (CAD) as well as computer hardware technologies able to assist the local government to improve and expediate the management and decision-making process in the service delivery system.iDEALS provides the opportunity to adopt effective and innovative technologies to aid all parties involved in performing their tasks. 

Development approval is a complex and time-consuming process starting from the idea to undertake a development project by a developer.Authorised and certified professionals must be appointed by the developer to submit the development application which needs to go through several approval processes such as planning permission, building plan, earthwork plan, landscape plan approvals etc.These approval processes also involve external technical agencies such as JKR,Telekom,TNB,Bomba and others.

iDEALS was designed from scratch and developed as a total solution to provide speed, consistency, transperancy and standardisation across the relevant parties as well as all stages involved in the development approval process.The integrated systems within iDEALS are:

• e-Consultant : used by the professionals or consultant such as Town Planner,Engineer,Architect to input their particular such as name,company,address etc.
• e-Submission : used by the the professionals or consultant to submit the application for planning permission approval,building plan approval etc.
• OSC : used by the one-stop-centre (OSC) set up in local goverment to register the application received from the consultant and also monitor the approval process.
• e-Planning : used by the Planning Department to process and manage the approval of planning permission, amendment plan, pre-computation plan etc.
• e-Building  : used by the Building Department to process and manage the approval of building plan ,CF issuance, building amendment plan etc.
• e-Infra : used by the Engineering Department to process and manage the approval of earthwork plan,drainage plan,street plan etc.
• e-Landscape : used by the Landscape Department to process and manage the approval of landscape plan etc.
• e-Technical : used by the external technical agencies such as JKR,TNB,Telekom etc as well as internal technical department such as Engineering Department etc to input technical comments.
• e-Land : used by the Land Office to process the application received by local government on land matters.
• EIS (Executive Information System): used by the state government to view reports and application status.
